Can I terraform in setup, with tools or otherwise, before placing a Tower from a Competency tile?
The designer ruled on this directly in 2026.

No. Tools can buy spades only in the action phase, so nothing in setup can terraform for the Tower. It has to go on a hex already in your native terrain within reach. If it can't be placed, the Tower is lost.
