Do I have to take the power when a neighbour builds next to me, and can I take only part of it?
The rulebook's "Gaining Power from Builds" section answers this.

No, taking it is optional, but it is all or nothing: you can't take only part of the power. Exceptions apply if you lack tokens or points. You pay points only for power from other players' builds, not from other sources.
