Must Bowl I be empty before power moves from Bowl II to Bowl III?

Yes, when you gain power: while Bowl I holds tokens, each power moves a Bowl I token, and only when Bowl I is empty does power move Bowl II tokens to Bowl III. Power Sacrifice is the exception, since it needs just two tokens in Bowl II.
