With the neutral School innovation, do I build the School before taking the Competency tile?

Yes. Build the School first, then take the Competency tile, or take the tile alone if you can't or won't place the School. Building it can found a city, and you may order those simultaneous effects as you like. You only get the single Competency the tile names, not a second one.
