How do the Symbionts' tools and the Blight's actions work?

The Symbionts build, then place tools as a separate action, and tools only block hexes; they aren't buildings. The Blight's 'blight twice' hits two different hexes, and its fallow action is stand-alone, closest fallow hex first.
