When does Sever Reality activate if Dizzying Burst causes the turn order deck to be shuffled?
The designer ruled on the timing.

Sever Reality activates at the moment the empty turn order deck is shuffled. If Dizzying Burst triggers that shuffle, Sever Reality happens then and Dizzying Burst finishes resolving afterwards.
