Do Ohat and Ulgimor follow the normal exhaustion rules?

Not fully: they skip the standard exhaustion steps (no unleash twice, no breach destroyed, no charges lost) and can gain life, but they still can't be picked by lowest-life effects and excess player damage is doubled onto Gravehold. The game is lost only when they and all other mages are exhausted.
