Reportedly yes. The rulebook says to set HP to maximum at the start of an encounter, but a player relayed a designer reply, and a later post cites the FAQ, saying damage from random encounters and campaign events carries into the next encounter. These are second-hand accounts, so treat the printed rule as the default if your group disagrees.
