Can I give equipment to another hero between encounters, and what about story passives?
The rulebook allows equipment trades; the passive question is a forum reading.

Yes for equipment: you may trade equipment cards with party members when an encounter ends. The rulebook says nothing about trading story passives, so the reasonable reading is that they stay with the hero who took them.
