The rulebook's Area of Effect describes the area counted from the target in any direction, including diagonally.

From the targeted square, counting diagonals. An AoE 1 aimed at the middle of three goblins hits all three even if only one is within the caster's range. The AoE can also be centered on an empty square within range.
