In the Wonder Pack rules, stage 3 copies the last stage of the neighbour on your left, so a two-stage board gives its second stage. The original promo let you choose left or right when you built stage 3 and the choice stayed fixed. Players also rule that the same Great Wall stage cannot be copied twice by Manneken Pis.
