Hatshepsut refunds 1 coin from the bank per neighbour you buy from in a turn, not per resource, and only after you pay. Bilkis lets you buy one resource per turn from the bank for 1 coin, one purchase option a turn. Coins earned still cannot pay for same-turn buys.
