How does Halikarnassos' discard-pile build work?
Several players agree, and the base-game clarification they quote places it at the end of the turn.

When you complete the stage, at the end of that turn, you look through the whole discard pile, including cards discarded this turn and earlier Ages, and build one card for free. It cannot instead be sold or used for a wonder stage. If you build the stage too early to want anything, the choice is lost, so many players save it for later.
