Only when an effect makes you lose coins: for each coin you must lose you may lose it or take a -1 debt instead, even if you have the coins, and you may mix the two. You cannot go into debt to pay for your own purchases. Debt can never be paid back, scores -1 each (a -5 token is -5), and is not counted as coins for the tiebreaker.
