How do Belvedere tokens and Nero interact with Great Projects?

A Belvedere token is used when you build a wonder stage, to build it without its resource cost (a poster notes any coin cost is still due); it cannot build an extra stage. Nero's coins apply only to military Victory tokens, including those from Great Projects but not participation tokens.
