Is a Naval Construction cost paid on top of the card cost, and can a free build skip it?
Yes, it is paid in addition: if both the card and the construction need stone you need two. Build-for-free powers such as Olympia A waive only the card's own cost, not the Naval Construction cost, and a Halicarnassus free build allows no naval construction.
