Does a non-coin Edifice penalty give a debt token, and can I swap?

If you suffer the penalty you take a debt token for the current Age, whether the penalty is coins or something else. Suffering the penalty is not optional, so you cannot take debt just to keep a card. If you cannot pay the full coin penalty you take the -3 VP debt token rather than paying part.
