Solomon first, then Halicarnassus, Carthage, The Great Wall, Manneken Pis, and Forging Agency last. A wonder build granted by Leaders comes after Solomon. Earlier notes that put Halicarnassus before Solomon are superseded. None of these discard builds allows a Naval Construction.
